std.zig.LibCInstallation: fix parse panic

Swaps `dupeSentinel` for `dupe` in the `parse` function. Aside from being inconsistent with the other `findNative` functions in the file, `dupeSentinel` also causes `deinit` to panic because it attempts to free fewer bytes than were allocated.
